This study purports to compare perception differences in the Gyeongsangbuk-do’s financial support for non-governmental organizations, investigate its problems, and from this process, suggest its improvement. For this, a survey was conducted with Gyeongsangbuk-do and the non-governmental organizations, and based on the significant results, semi-structured interviews were carried out.
The analysis and the survey conducted were focused on five categories: the general concepts of financial supports for the organizations; the support scale; the support decision-making process; open system-based operation and follow-up management; effectiveness. For this, government officials in charge of a budget and departments dealing with financial support for the organizations in the Province of Gyeongsangbuk-do, and the organizations which have received the support for the last three years, located in Gyeongsangbuk-do were selected. In addition, the semi-structured interview was carried out with each person from two organizations, the City Hall of Daegu and the Province of Gyeongsangbuk-do.
According to the results, it was revealed that the perception difference appeared in the support scale and its decision-making process, and when it comes to the difference between the organizations, there were gaps based on the number of members and the level of its own financial burden, which shows different results from precedent studies on the issues of the financial support for the organizations.
Therefore, this study proposes the improvements on the subsidies for the non-governmental as follows. First, the criteria for the selection should be continuously improved. Second, the screening or evaluation should be reinforced. Third, the importance of competition-based projects should be expanded. Lastly, the main agent for the evaluation should be improved. Considering all things mentioned, there should be an effort to improve equity, efficiency and transparency through the introduction of a new management system, and continuous education and inspection of the organizations.
