Over the years, Crime Prevention Through Environmental Design (CPTED) has evolved, and the theoretical models of first- and second-generation CPTED have gained widespread recognition. However, the objectives and theoretical framework of third-generation CPTED have sparked significant international debate and remain inadequately articulated. Objective: The aim of this study is to systematically review the developmental trajectory of CPTED through literature and theoretical analysis, synthesizing different research directions to identify the commonalities and similarities of third-generation CPTED. This study conducted a review and analysis of recent CPTED-related literature, revealing that CPTED has progressively developed with Maslow's hierarchy of needs as its core framework. The design goal of third-generation CPTED is to meet higher-order human needs, with a focus on livability and high-quality living standards. Results: Based on theoretical indicators of quality of life, this study identifies eight key elements of third-generation CPTED: 1) safety factors, 2) green environment, 3) social cohesion, 4) economic level, 5) education level, 6) health level, 7) personal freedom and rights, and 8) subjective well-being. These elements are integrated with sustainability theory to construct a theoretical model for third-generation CPTED, and the study concludes by proposing a visualized model of CPTED.

범죄 예방(CPTED) 이론 연구는 오랜 기간 발전과 많은 학자들의 비판 토론을 거치며 1세대 및 2세대 CPTED이론의 요소는 점차 명확해지고 완벽해졌으며 마침내 형성된 이론 모델은 널리 인정받았다. 그러나 3세대 CPTED의 목표와 이론 모델은 국제적으로 많은 논의를 촉발했으며, 아직 명확하게 정리되지 않고 있는 실정이다. 본 연구의 목적은 문헌 및 이론적 고찰을 통하여 CPTED의 발전 과정을 체계적으로 정리하고, 다양한 연구 방향을 통합하여 3세대 CPTED 이론의 공통점과 유사점을 도출하는 것이다. 구체적인 연구 방법으로는 최근 발표된 CPTED 관련 문헌을 분석하고 요약하였는데 특히 CPTED는 매슬로우의 욕구 단계 이론을 핵심으로 한 점진적 발전을 보여주었다. 1세대 CPTED는 생리적 욕구, 안전적 욕구 등 사람들의 기본 수요를 우선적으로 충족시키고 물리적 환경을 주요 목표로 정부나 디자이너의 지도하에 톱다운(Top down)방식으로 설계를 진행하였으며 2세대 CPTED는 사람들의 중급 욕구, 귀속적 욕구 등 사람들의 중급적 요구를 충족시키고 디자이너는 대중이 집단 활동에 적극적으로 참여하도록 유도함으로써 커뮤니티 연결과 활동 방식을 설계하였고 3세대 CPTED의 설계 목표는 커뮤니티의 거주 가능성과 사람들의 고품질 생활을 시작으로 사람들의 자기만족과 같은 인간의 고급적 요구를 충족시켜 사람들의 자발적 설계와 지속 가능한 커뮤니티 유지 보수를 완료하는 것이다. 본 연구는 이론적 삶의 질 지표를 기반으로 매슬로우의 욕구 단계 이론을 결합하여 1) 안전 요소, 2) 녹색 환경, 3) 사회적 친밀감, 4) 경제 수준, 5) 교육 수준, 6) 건강 수준, 7) 개인의 자유와 권리, 8) 주관적 행복도라는 8가지 지표를 최종적으로 3세대 CPTED의 주요 요소로 제시하였다. 이 요소들을 지속 가능성 이론과 결합하여 3세대 CPTED의 이론적 모델을 최종적으로 제안하였다.
