The device known as “Honchotsugan” played a crucial role in legitimizing the Tokugawa shogunate systems without objection. Additionally, the concept of “BUI” as the supreme ruler of Japan has roots in ancient history. Ancient Japanese rulers in East Asia showed “BUI” through military conquests (親征) or in the direct political (親政) rule of the Japanese Emperor (天皇). Essentially, “BUI” symbolized the Emperor’s power and authority. Over time, this this authority shifted to the samurai world as the Emperor’s power waned, as evidenced by the genealogy recorded in “Honchotsugan”. In the early modern era of peace, “BUI” evolved into a ritualized virtue. In the early 17th century, the deification of Tokugawa Ieyasu aimed to establish his qualifications as Japan’s ruler, part of the Shogun’s direct political efforts. Concurrently, during the Kaihentai (華夷変態) transformation until the early 18th century, Arai Hakuseki sought to integrate ceremonial and virtuous aspects of “BUI” into the reorganization of international relations. This transformation emphasized the emperor’s ceremonial role in external relations, rather than military conquesst, emphasizing the diplomatic name of the shogun. These endeavors are significant because they relate closely to the compilation project of “Honchotsugan” in early modern Japan.
