This article discusses various implications of the Higashiosaka International Festival, organized by a Japanese citizen group in 1996. The Organizers are the leading group of the movement for liberating Zainichi Korean political prisoners. They are Japanese citizens having involved in various civic movements. The citizens have started cooperating since two local Korean residents from Higashiosaka were detained as political prisoners in ROK. Since then, they started recognizing Zainichi Koreans as residents; therefore, they led the liberation movement as a local issue. This experience made Japanese citizens realize the importance of acting locally, backed by transnationalism. The festival, succeeding this approach, advocated two Korea’s reunification as resolving local-level social issues. It is because the overwhelming majority of the foreign population in Higashiosaka was Zainichi Korean. By doing so, the organizers pursued attaining the festival’s other motto, co-prosperity of Asia. However, the festival also exposed the fact that the history of Zainichi Koreans and the colonization of the Korean peninsula is still taboo in the Japanese public realm.
