This paper is a study that analyzes the main drivers, characteristics and key issues of changes in Russia's relationship with North Korea after the outbreak of the Ukraine War. A comparison of perspectives on the drivers of Russia's new relations with North Korea and the background behind the Vostochny Russia-North Korea summit provides the basis for understanding the various implications of Russia-North Korea relations in the context of the Ukraine war. Emphasizing political and historical ties, expanding people-to-people exchanges, strengthening economic cooperation and supporting North Korea to break away from isolation also indicate changes in Russia's strategy toward North Korea. Meanwhile there is no particular disagreement among Russian scholars regarding the necessity to expand and strengthen relations with North Korea, but differences of opinion are observed on issues such as compliance with UN sanctions against North Korea, military and security cooperation with it, recognition of North Korea's nuclear weapons, and transfer of sensitive technologies. These issues will continue to force Russia to make complex strategic calculations as there are various factors that could influence the development of each issue.
