In this paper, the West Coast area of Qingdao City, which was designated as the 9th National-level New UrbanDistrict in 2014, was reviewed with a focus on the master plan, major architectural projects and survey of residents. The studyresults are as follows. First, China’s national-level new areas are rapidly progressing on a very large scale as a nationalstrategic city development. Second, the master plan for the new West Coast New Urban District is being established throughinternational cooperation, reflecting historical and geographical characteristics. Third, the ghost city phenomenon, which hasrecently emerged as a social problem in China’s national-level new areas, does not occur in the West Coast New District.
Fourth, international cultural facilities in the West Coast New Urban District, such as Dongbangyeongdo International FilmComplex, have contributed greatly to the designation of Qingdao as a ‘City of Film’ by UNESCO in 2017, but they do notcontribute to the vitalization of daily cultural consumption by city dwellers. Nevertheless, the National New Urban District playsan important driving role in the development of China's modern cities, and the West Coast New District is currently in progressas a successful example of utilizing the potential of the place, so continued interest and research will be needed in the future.
