In this paper, we explore how different audiences, including citizens, critics, and politicians, differentially react to socially controversial public art, based on a publicly funded art exhibition causing mixed social approval. To this end, we rely on the case of the Shoes Tree in the City of Seoul, South Korea, and controversies surrounding its public display in May 2017. We analyze the different frames invoked by different audiences and the tones using qualitative data collected from multiple sources ranging from online social forums to public documents, media coverage, and expert opinions. We argue that audiences’ conceptualizations of the appropriate appearance and function of public art, as well as how far an artist’s autonomy should be allowed in her creative endeavor differ depending on their position. Thus, audiences’ reactions to controversial public art espouse such heterogeneity in sense-making. Our study provides insight into the conversation on the social evaluation of creativity and public art at the intersection of the sociology of art and public policy.
