The purpose of this study was to review the laws to improve the school Athletic Students System and to propose amendments to the laws that respect the fairness of high school entrance and the student''s right to choose. As a result of examining Article 87 of the Enforcement Decree of the Elementary and Secondary Education Act, which is directly related to athletes student, problems such as separate allocation of special sports talents, omissions in the selection method in laws and regulations, insufficient selection criteria, and inadequacies in laws related to the selection of special sports talents were found. Accordingly, in this study, an amendment was proposed to materialize Article 87 of the Enforcement Decree of the Elementary and Secondary Education Act. First, the selection methods for the schools assigned to the superintendent of education and the principal’s selection are all presented, secondly, academic background and performance are included in the criteria when qualifying for sports specialties, and thirdly, in the case of the principal-selected schools, the selection method and the selection method when applying over the quota standards were established. Lastly, in the superintendent assignment method, the superintendent designates the quota for each event and assigns special talent within the quota, but selects and assigns through a separate evaluation method when more than the quota for each event is applied presented.
