The purpose of this study is to anticipate the future of the Chungbuk Sports Festival in the Chungcheongbuk-do Sport Council System integrating elite sports with sport for all and provide crucial materials to devise policy for the vitalization of it. To address the goal, this study applied Delphi techniques with 20 experts and drew results as follows: First, the area that the experts expect to have a possibility of change is to hold a single competition integrating the Chungbuk Sports Festival with Chungbuk sports for all. Detailed items equipped with the possibility of change are budgetary support, players and executives’ qualifications of participation, stadiums, events to be held, grading, the operation of competitions, and participation and effect. Second, according to the results about the possibility of change in 72 detailed items, 9 items are ‘high’, 49 are ‘medium’, and 14 are found to be ‘low’. Items of being ‘high’ are 2 in budgetary support, 3 in players and executives’ qualifications of participation, 2 in stadiums, and 2 in participation and effect. Third, regarding the degree of hoping, 53 are ‘pros’, 1 is ‘cons’, and 18 are ‘conflicts’. Presently, Chungbuk’s physical education is actively changing internally as well as externally with integration between elite sports and sport for all, the appointment of presidents in private sport councils, and the recommendation of policy for the Sports Innovation Committee, and so on. Analyzing the results of this study thoroughly, it will be necessary to reflect them to make effective policy corresponding to the goals of holding the festival.
