The purpose of this study is to examine the characteristics of the lawmakers who proposed the 19th National Assembly Act on Physical Education and the quantitative status of the bill, categorize the bill through its content analysis, and to analyze the relationship between the structure of the bill in the sports field, and the properties of lawmakers and the network index of lawmakers and the bill decision rate. To achieve this goal, the study selected the sports sector bill proposed by the 19th National Assembly and its members as subjects of study, and the period of study is the 19th National Assembly (2012.5.30.-2016.5.29.). The parliamentary information system was used to collect data, and the data analysis was utilized for connection network analysis using frequency analysis, content analysis, and Netminer 4.2. The conclusions are as follows. First, the number of lawmakers representing the 19th National Assembly''s sports sector bill came to 59, accounting for 19.7 percent of the total lawmakers. First-term lawmakers, lawmakers with sports-related experience, local constituencies, and members of the sports-related standing committee have proposed more bills in the sports sector. Second, the 19th National Assembly introduced the largest number of bills in the field of sports ever. Third, the contents of the 19th National Assembly''s proposed bill on sports can be broadly divided into seven categories, and its ranking was shown in the following categories: 1) sports administration and finance, 2) sports facilities and industries, 3) sports professionals and welfare, 4) international sports, 5) et.al, 6) sports ethics and 7) sports basic rights. The ranking of the bills was shown in the order of 1) sports facilities and industry, 2) et. al, 3) sports administration and finance, 4) international sports, 5) sports basic rights, 6) sports professionals and welfare, 7) sports ethics, indicating that the importance of the proposed bills and the importance of the number of bills passed were different. Fourth, the connection of the 19th National Assembly''s bill on physical education turned out to be a single, cohesive network. In view of the results of this study, a number of people with expertise in physical education need to enter the National Assembly to promote legislation in the field of sports. In addition, bipartisan cooperation among lawmakers and smooth communication with multiple-term lawmakers should continue to take place in order to pass the bill, which includes what is needed for legal and institutional development of the Korean sports sector.
