This study has understood the status of domestic and overseas leisure and horseback riding industry by documentary studies on previous domestic and overseas ones to draw out multilateral and deep opinions of horseback riding experts; and has analyzed research data of the Korean Horse Affairs Association (2011), Ministry of Agriculture, Food and Rural Affairs (2012), Korea Livestock Economic Institute (2012), Korea Rural Economic Institute (2009) and so on. To research the status of horseback riding, this study also analyzed previous study results, analyzed status and statistic data about horseback riding, reports of horseback riding experts and audit material. Firstly, seeing the Effects of Establishing Act on the Support of the Horse Industry on Leisure and Horseback-riding Industry of Korea is to establish a general plan to support horse industry that can systematically and comprehensively arrange the industry and to see the possibilities of sustainable development such as operation of registration system to offer the horses industrial value; which is considered to contribute to creating jobs in horse industry and bring about tonic in rural economy that have been presented from the previous studies. Secondly, as a new growth-driving industry that develops leisure and horseback-riding industry of Korea and generates higher added value, this study presented possibilities in sustainable development of Korean leisure and horseback-riding industry by escaping from current structure depending on the profit from horse racing and by vitalization of horse-related industries. Thirdly, this study has revealed some limits in currently-operating Act on the Support of the Horse Industry and necessities to improve systems. It was lacking in the efforts to adjust and integrate with relative regulations, ways presented to support horse industry, efforts to develop precise regulations to break through overseas market, and improvement of tax system. Fourthly, polices for insurance also seem to be needed for the workers and participants of the horseback riding as a popular leports. In addition to that, the qualification system for specialized human resources in horse industry is divided into national and private sections, which needs to be integrated with each other, this study has supposed.
