In recent years, the Ookawa River (formerly Yodogawa River), a tributary of the Yodogawai River that symbolizes the water metropolis of Osaka, has seen an improvement in water quality and an increase in fish species. However, the waterfront of urban rivers has been subjected to a history of administrative prioritization of flood control issues, and measures such as the installation of vertical revetments and fall fences have kept people away from the rivers, making it difficult to enjoy the recovery of biodiversity. In its Urvan Atrraction Development Strategy, Osaka Prefecture has been trying to promote urban development utilizing rivers in order to further enhance the attractiveness of Osaka as a water city, but this has mainly been aimed at attracting visitors and has not taken into account the perspectives of people living along the river’s shores or the original functions of rivers, such as biodiversity.
A “symbiotic waterside space” of a river or lake refers to both (1) a waterfront space where citizens can relax and enjoy themselves and (2) an environment where biodiversity and ecosystems are preserved. This report is a study of the parties involved by the reporter, who has practiced waterside development activities and also has experience as a member of the Osaka City Council and examines three river improvement projects implemented in Osaka Prefecture. First, it can be argued that the creation of a waterfront space with the participation of local residents creates a sense of “our river, a good river” and contributes to environmental preservation. Second, by comparing the bottom-up approach to riverfront development with the top-down approach by the local government, we can examine the role of self-governance in community development.
Through exchanging opinions with the participants today, we will strive to create even better rivers. We look forward to your visit to the Water Metropolis Osaka.
