The objective of this study is to analyze the factors affecting urban residents' intentions of urban-to-rural migrants and migration type using the original data of the 2022 Public Opinion Survey on Agriculture and Rural Areas and to present policy implications based on the analysis results. The ordered logit model is applied to analyze urban residents' intention of urban-to-rural migrants, and analyzing the determinants of the migration type(full migration) of urban residents willing to urban-to-rural migrants is conducted by using the binary logit model. As a result of the analysis, the factors that determine the intention of urban-to-rural migrants is identified as living in the metropolitan area, gender, age group, presence of farm family, interest in agricultural and rural issues, attachment to agriculture and rural areas, consciousness of public value for agriculture and rural areas, awareness of rural economic conditions and whether to use local food stores. In addition, the number of families, the perception of public values for agriculture and rural areas, and the current quality of life level variables are identified as factors that significantly affect the full migration of urban residents to rural areas. In order to revitalize farming and rural areas, it is necessary to establish a certain level of living infrastructure housing conditions, and to prepare incentives for urban-to-rural migrants in consideration of age needs, and to develop various hands-on activities programs tailored to the characteristics of farming and rural areas.
