한⋅UAE 관계는 1980년 수교 이래 2009년 바라카 원전 계약 체결을 전환점으로 다양한 부문에서 비약적 발전을 거듭한 결과, 2009년 전략적 동반자 관계에서 2018년 특별 전략적 동반자관계로 격상되었다. 양국 협력은 건설과 에너지 부문을 넘어 국방⋅방산, 보건⋅의료, AI 및 디지털 과학기술, 우주, 농업, 문화 등의 부문에서도 진화해왔으며, 금년 1월 윤석열 대통령의 국빈 방문을 계기로 더욱 확대되고 있다.
2023년 1월 우리 대통령의 UAE 방문은 양국 외교관계 수립 이후 최초로 성사된 국빈방문으로, 양국 정상은 에너지, 원자력, 투자, 방산 등 4대 핵심 분야에서 양국 간 전략적 협력을 강화하기로 합의했다. 또한, 48건의 MOU를 체결하여 새로운 도약을 위한 규범적 기반을 마련하였으며, UAE는 300억 불(한화 약 40조 원)에 이르는 대한(對韓)투자 계획을 발표했다.
미래 한국과 UAE의 관계는 양국 간 신뢰와 새롭게 형성된 두 정상 간 우정을 기반으로 발전해 나갈 것이며, 양국은 중⋅단기적인 경제적 이익을 추구하는데 그치지 않고 양국 국민 간 깊은 이해와 굳건한 신뢰를 바탕으로 부강한 문화국가를 이루기 위해 협력한다는 비전을 공유해 나갈 것이다.
지금을 사는 우리 모두에게는 부강한 문화국가, 아름답고 깨끗한 환경, 자유롭고 평화로운 세상을 후손들에게 물려줄 의무가 있다. 이 목표는 우리 홀로 이룰 수 없으며, UAE와 같은 든든한 형제가 동반해야만 가능하다. 지난 4월 “한국 국민이 UAE 국민이고, 한국 국민의 안전이 UAE 국민의 안전”이라는 한결같은 마음으로 UAE는 우리 교민의 수단 탈출을 도와주었다. 이러한 양국 간 깊은 신뢰와 우정을 기반으로 양국은 100년을 함께 하며 새로운 협력과 번영의 시대를 열 것으로 확신한다.

The diplomatic relations were established in 1980. And the signing of the contract to build the Barakah Nuclear Power Plant marked a pivotal juncture in the bilateral ties between Korea and the United Arab Emirates, paving the way for an expanded relationship in various areas. As a result, the bilateral relationship, which was defined as a Strategic Partnership in 2009, was elevated into a Special Strategic Partnership in 2018. The cooperation between the two nations has evolved beyond the sectors of energy and infrastructure into such areas as the military and defense, health, artificial intelligence, digital technology, space, agriculture and cultural fields. Indeed, the State Visit made by President Yoon Suk Yeol in January has served to further expand the concerted endeavors.
President Yoon’s visit to the UAE was the first state visit by a Korean President to the UAE since the establishment of diplomatic ties. During this visit, the two Presidents agreed to strengthen the strategic cooperation in four main areas: energy, nuclear power, investment, and defense. The two Leaders also laid the legal groundwork for new strides forward by signing an impressive 48 MOUs. Furthermore the UAE government announced its plan to invest USD 30 billions in Korea.
Bilateral relations will keep growing based on the solidarity between the two countries and the newly nurtured friendship between our two Leaders. The two countries will not only pursue short and mid-term economic benefits but indeed, more broadly, embrace a joint vision for coordination and teamwork to build strong, rich and sophisticated nations of cultural influence based on mutual deep understanding and firm bonds between the peoples.
The two nations have a duty to hand over to future generations the legacy of a strong and affluent country, a beautiful and clean environment and a free and peaceful world. Such a goal can only be achieved through partnership with a country such as the UAE with which we share strong brotherly bonds. Last April, the UAE rendered invaluable help in the evacuation of Koreans from Sudan in a spirit of “Korean nationals are UAE nationals and the safety of Koreans is the safety of Emiratis.” Based on such true bonds of sincere trust and affinity, the author is fully confident that the two countries will work together in friendship for the next 100 years, opening a new era of flourishing cooperation and thriving prosperity.
