The Independent (Tongnip Sinmun) is very important in modern Korean history. Therefore, previous studies have accumulated research results on The Independent’s perceptions of the international situation and their views on international politics. In the previous studies, The Independent was considered to have made contradictory claims that they viewed the international community as in the order of the law of the jungle, but did not rely on international law or pay attention to strengthening the national defence.
However, this phenomenon is due to the fact that The Independent embraced liberal internationalism, which was popular in the Anglo-American world in the 19th century. Liberal internationalism holds that the international community should be governed by law, not force. In the 19th century, there were no institutions yet to judge and enforce international law, so liberal internationalism sought to rely on the power of international public opinion to enforce international law. The idea was that if an aggressor state appeared, international public opinion would trigger collective security and control the aggressor state.
The Independent’s view of international politics was almost identical to this liberal internationalism. The independent believed that the international society was controlled by international law and international public opinion. Therefore, from The Independent’s point of view, the threat to Korea’s independence did not depend on the military power of foreign powers, but on whether international public opinion would support Korea’s independence. Therefore, The Independent believed it was important to improve civilization to win the favour of international public opinion rather than strengthen military power. The Independent’s view of international politics was logically consistent and provided legitimacy to The Independent’s domestic reform theory, the civilization theory.
