According to the results of the’Physical Activity Promotion System(PAPS)’ conducted by the Ministry of Education in 2022, the number of students with low physical strength increased markedly. In particular, the ratio of the 4th and 5th levels, which are low levels, soared from 12.2% in 2019 to 17.7% in 2022. In a report conducted by the World Health Organization (WHO) in 2016 on 146 countries around the world, it was pointed out that 94% of adolescents in Korea lack physical activity, and in particular, 97.2% of female students in Korea are very inactive. In fact, it is a story that all middle and high school girls in Korea are not doing the physical activities necessary for the maintenance and development of physical and mental health. This is the lowest among Organization for Economic Co-operation and Development (OECD) countries. The cause of this phenomenon and the method of improvement were found in the proverb, ‘Three-year-old habits go at eighty’. It was thought that the will for physical activity and exercise habits formed by the experience of a three-year-old child would have a positive effect on exercise habits throughout life after elementary school. Therefore, in this thesis, it was developed by the Ministry of Education, Culture, Sports, Science and Technology (2002) in Japan to identify the phenomenon of quantitative change in the growth and development of young children and to prepare an index for creating an environment for the formation of exercise habits. I would like to introduce the current measurement method [MKS Early Childhood Motor Skills Test]. In a survey targeting actual elementary school students, it was confirmed that kindergarten graduates who conducted the motor ability test were superior in all physical fitness factors to kindergarten graduates who did not.
