The Japanese central government has actively intended to introduce social integration policies for foreigners since the 2010s. However, immigration control against Zainichi Koreans was virtually a synonym of the postwar Japanese immigration policy. This article discusses that Japan"s strict immigration control and assimilation policies against Koreans, "the initial immigrants," conflict with its proactive social integration policy in the 2010s accepting diversity.
The growth of the foreign population growth and its transnationalization has accelerated significantly since the 2010s. It derives from aging, population decline, and labor shortage. Demands for social integration of foreign populations have been a realm of local governments; however, the central government began to take the initiative in 2018. The establishment of the Immigration Bureau of Japan and the building of a series of social integration policies are examples.
Meanwhile, however, on the one hand, the central government has been stingy in guaranteeing the rights of foreigners, including denying the principle of internal and external equality under international human rights norms and educational opportunities to foster foreign identity, which constitute the right to personality, to hinder the advancement of the rights and interests of Zainichi Koreans for a long time. Therefore, the more the central government is to advance the rights of foreigners, the more it would give rise to contradiction to the measures of continuity from the "empire" against the people of the former colonies.
