Regional innovation systems (RIS) refers to the interconnected network of firms and institutions engaged in mutual learning and innovation within a region"s institutional framework. This study investigates the structure and performance of RIS within the context of varying levels of local autonomy in different countries. The objective of the study is to examine the distinctions in RIS form and performance based on the degree of local autonomy within a country. The analysis focuses on Switzerland, the United States, and Germany as case studies to shed light on these variations. The findings highlight common characteristics among countries with high local autonomy and well-functioning RIS. These include the presence of a central-local coordination mechanism, cooperative relationships, and financial support systems for regional innovation. The study reveals a harmonization of central support and decentralization, with innovation predominantly driven by regional entities. The central government plays a crucial role as a coordinator, offering financial and institutional backing guided by the principle of subsidiarity. Moreover, these countries implement systematic budget coordination systems that consider regional balance at the government level. Notably, they establish comprehensive plans and executive structures that connect the research and development achievements of innovative institutions with the development of regionally specialized industries through the establishment of regional clusters.
