South Korea has secured the status of an advanced sports nation with the successful hosting of the 1988 Seoul Olympics, 2002 Korea-Japan World Cup, 2003 Daegu Universiade, and 2018 Pyeongchang Winter Olympics. The safety management of sports facilities in Korea focuses on the inspection of structures and security of sports events. According, it is necessary to reintroduce a safety management system, thereby combining systematic safety management, such a socio-technical system. The safety management of sports facilities should move from structural inspection and human-centred safety management to systematic safety management. This study created indicators combining the framework of the health and safety management system (ISO 45001), sports safety field of the National Competency Standard, management evaluation guidelines of local public enterprises, and Jens Rasmussen’s socio-technical system. In total, 16 Delphi experts and 23 analytic hierarchy process experts participated in expert panels to develop the final 63 indicators. Hierarchy 1 comprised 4 categories of the Plan-Do-Check-Act cycle, Hierarchy 2 comprised 12 elements, and Hierarchy 3 comprised 63 indicators. Sixty-three indicators were developed for the safety management of sports facilities in Korea to systematic management.
