This study investigated if co-production is simply a self-rescue tactic or a means of opening up new possibilities in the current local broadcasting system. To explore the evolution of co-production, including production processes and culture, a thick qualitative method was employed for the study by local broadcasting producers. The study"s findings revealed that the co-production approach can be utilized as a chance to build capacity and a training tool for local producers who work in poor production environments. These research findings, which paradoxically demonstrate the poor local broadcasting environment, advised that a co-production system should be seen from a completely different perspective. Local producers stressed the importance and utility of co-production, stating that the existing production conditions, in which they are instantly placed in production locations without sufficient training and education, deprive them of opportunity to evolve as high-quality content producers. They also underlined that in order for the co-production system to provide a chance to improve local broadcasting capabilities, it is required to actively promote those practices at the headquarters level in addition to departing from long-standing production methods at the individual level. In order to enable co-production, they demanded that each local broadcaster"s headquarters supply and support a range of resources, including funding, broadcasting programming, staffs, and the creation of program formats. Additionally, regulators had to update the evaluation index to reflect the rapidly evolving broadcasting environment and institutionalize policy support elements that ensure active support from the headquarters.
