Russia’s international policy has various goals. At the domestic level, Russia seeks to prevent the West from intervening in its domestic affairs and the affairs of its allies. For political elites in Russia, Western assistance that supports democratization and human rights is regarded as a security threat to political regimes. At the regional level, Russia seeks to restore its sphere of influence in the former Soviet Union; Russia’s launch of the Eurasian Economic Community can be seen as an attempt to create an Eastern version of the European Union. At the global level, Russia criticizes U.S. unilateralism and seeks to build a multipolar international system. In the case of the Ukrainian crisis, domestic and regional considerations played important roles in Russia’s intervention, while in the case of Syria, domestic and global considerations were the drivers behind Russia’s intervention. These examples indicate that domestic considerations are central factors motivating Russia’s increasing military interventions in recent years.
