This paper introduces the concept of Strategic Abandonment (SA) in order to explain the hesitancy of the U.S. with regard to the use of military force in the Syrian civil war case. When the three conditions that compose the SA are satisfied then the U.S. tends to be less active in using the military option as a foreign policy tool. The three conditions are; first, a potential challenger behind an actor of civil conflict that is pursuing hegemony at the regional level or above; second, an opposition side that is recognized by outsiders relatively easily, raising the expectation that the duration of the conflict will be long; and third, the region should not be a main area of interest but rather peripheral to the U.S. strategic interests of the current government. The Syrian case is well explained through the SA concept accounting for the U.S. reluctance to intervene militarily considering the hidden challenger of Iran, which makes the duration of the civil conflict longer than it would be without them, and during the period of implementing the Asia-Pacific Rebalancing Policy.
