Purpose - With the government’s energy conversion policy response to climate change, coal-fired power plants are scheduled to be closed. This study examines the impact of the closure of coal-fired power plants located in and around ports in terms of port of entry, port workers, cargo volume, and port industries. Design/Methodology/Approach - This study examines the current status of ports in terms of port entry, workers, and port volume based on the study of recent coal-fired power plants that are scheduled to be closed due to the government’s energy conversion policy. Then, the impact of coal-fired power plant closure was estimated with regard to port volume and the employment of port workers. Findings - Ports which have a high proportion of bituminous coal including Taean port, Samcheonpo port, Hadong port, and Boryeong port are expected to see decreases in cargo volume up to 60%. As a result, a negative affect on ports specifically port workers, port loading/unloading business, and preliminary businesses is expected. To successfully respond to these changes, broadly-based countermeasures are required. Research Implications - This study examines the impact of coal-fired power plants on ports and provides policy suggestions for port authorities to change the perception of the current energy conversion policy. Port authorities need to establish a communication channel for proper conversion. In addition, the national and local governments must utilize sites created by the reclamation of public water surface to produce opportunities for proper conversion.
