The metaverse is an aggregation of innovative science and technology that will provide a living ground different from the existing reality by fusing the real and virtual worlds, but this will raise new legal and ethical issues. In particular, the new ethics based on the biological characteristics of the human brain will present convergence issues with existing ethical frames such as Internet ethics, artificial intelligence ethics, and bioethics, and will require new discussions and solutions. It is important to emphasize the industrial and economic value and use of Metaverse, Although in parallel, it is necessary to consider more seriously the ethical and legal issues caused by Metaverse. Moreover, the metaverse can be used as a “tool to deceive the sensory and cognitive functions of the brain,” and many of the potential issues related to the misuse and abuse of metaverse technology have already been pointed out in related studies. Obviously, metaverse is a new industrial field that can bring new changes to our society and life, and efforts to preoccupy global competitiveness are very important. However, true competitiveness can only be achieved when social consensus on ethical and legal issues, institutional efforts must be accompanied.
