Not much is known about North Korean refugees living in South Korea regarding their perceptions of the criminal justice and the law, especially the differences between them and South Koreans. Based on the procedural justice theory, this research was designed to explore North Korean refugee’s legal socialization in comparison to South Korean citizens. Our data analysis found North Korean refugees show different levels of social legalization. Specifically, perceptions of fairness significant in explaining perceptions of legitimacy for both groups and was an important factor in the rationalization of law violations. However, perceptions of fairness were only significant among North Korean refugees’ rationalization of law violations. In addition, dual frame perspective is supported in the North Korean refugee only model. Suggestions for policies and future research were discussed based on the findings.
