This study sheds light on what political stances Seoul and Tokyo have shown from signing of the Korea-Japan Joint Continental Shelf Development Agreement to taking effect in the process of the National Assembly ratification. In here, Korea and Japan valued the future-oriented aspect of the Joint Continental Shelf Development Agreement both Seoul and Tokyo, rather than conflict and confrontation in the correlation between the reconstructing of the international shelf order and the national economic statecraft linked to geoeconomics. This can be seen from the fact that Seoul and Tokyo had politically agreed to adopt the ‘withholding’ method and jointly manage and develop it without redrawing the maritime boundaries in the waters where the Korea-Japan Joint Continental Shelf Development Agreement overlaps. Nevertheless, Korea and Japan showed different sides in the ratification process of the National Assembly. Seoul, signed in January 1974, quickly completed the ratification with the approval of the National Assembly in December of that year but Tokyo completed formal National Assembly ratification in June 1977, three years after its signing, and finally took effect in June 1978. The main reasons why both Korea and Japan showed different political stances are as follows; strong opposition from neighboring countries over the Korea-Japan Joint Continental Shelf Development Agreement, different normative interpretations of continental shelf sources by both countries and boundary to the spread of maritime territorial issues following joint development of continental shelf. Korea, based on the political leadership of the Park Chung-Hee administration, actively developed the continental shelf while pushing ahead with the National Assembly ratification led by the ruling Democratic Republican Party in order to stablize energy and change economic and industrial policies. However, Japan’s Prime Ministers, Tanaka, Miki and Fukuda who were involved in the National Assembly deliberation, failed to exercise leadership. That’s because critical voices about the agreement had been put under intense pressure to delay the National Assembly ratification centered on the Asia-African Research Council within the Liberal Democratic Party, the opposition Socialist Party and the liberal media over consideration of Sino-Japanese relations and abandonment of midline principle in maritime boundary planning. Therefore, Korea was active in implementing the JDZ agreement but Japan showed the passive political stance.
