Regional financial development has a significant impact on regional economic growth. In particular, financial constraints are greater in non-urban areas, such as rural areas, compared to metropolitan areas due to low financial development, which slows economic growth in theses areas. In order for regional finance to develop, it is argued that relationship banking that can relieve the problem of the information asymmetry are needed. This paper argues that for local finance development, the introduction of reciprocal banking and the establishment of local public banks in addition to the development of relationship banking are needed. Reciprocal banking is a financial technique that is adopted for the reciprocity of social finance to overcome uncertainty by strengthening mutual trust. Regional public bank should be established to support the effective development of relationship and reciprocal banking, executing local-level financial policies.
