In This study analyzes the way of popularizing and spreading of mainland policies of the Empire Japan in colonies. The Empire Japan ordinarily exploited picture postcards and commemorative stamps in promoting governmental policies in colonies having race, culture, and language dissimilarity. Among those, the commemorative stamp, a unique postal culture in Japan, presented the modern nationality of major governmental and imperial events such as enthronement, the Crown Prince’s visit and return, shrine visit, war commemoration, national census, fair and the Joseon exposition, national athletics event, and the anniversary of the Red Cross treaty. The stamps, including neutral information like the purpose of issuance, date, and post office in a fixed design, were issued in the Empire Japan, the Empire Japan and specific colonies, or an individual colony. From 1900 to 1945, total 370 commemorative stamps were issued. As the hobby of collecting emerged as a sociocultural phenomenon in the Empire Japan, the commemorative stamp successfully worked as visual propaganda to fortify centralization by delivering uniform information in both mainland and colonies.
