The purpose of the study was to investigate the perceptions of different types of key stakeholders toward all-day care policies and analyze the characteristics of these types by using Q methodology. Therefore, 149 statements were extracted through literature analysis and focus group interviews and after removing similar or ambiguous sentences, a total of 34 Q samples were selected through expert consultation. 33 P-samples subject to all-day care policy were subjected to Q classification from October to November 2021. The data was analyzed using the QUANL-PC program. As a result of the study, the perceptions of three types of key stakeholders toward all-day care policies were extracted. Type 1 recognized that the burden of child-rearing was alleviated through all-day care. Type 2 gave priority to family care in caring for elementary school children. Type 3 focused on improving the position of caregivers (or caregiver status) and the temporal and spatial expansion of childcare institutions. The Q methodology was used to examine the subjective types and related characteristics of policy targets in regards to all-day care policies.
