Self-reflection on the adequacy, practicality, and humanity of policy theory and complexity, uncertainty, and rapid volatility of public administration environment in the era of the New Normal Corona and the Fourth Industrial Revolution require the establishment of new policy research. In particular, the basic characteristics of policy science, which have characteristics such as orientation of solving policy problems, contextuality emphasizing time, space, and history, and prescriptive approaches that combine value judgment and empirical approaches, are facing new changes in policy research. The government's inappropriate response and response to the recent global COVID-19 phenomenon are calling for more self-reflection on adequacy and practicality in solving policy problems. With the new normal COVID-19 super-risk society becoming commonplace, the government's role in emphasizing human dignity, agility, and shared ethical responsibility was re-established as final and conclusive risk management leaders, risk management joint production and sharing managers, national disaster management system. This paper discusses major disaster policy research directions such as risk social disaster policy-oriented goals, public value system, convergence national disaster management promotion system, victim-oriented disaster damage support system, basic local government level disaster management system, appropriation of disaster management response and disaster management human resources’ motivation.
