The centrality of community participation in development endeavours is well documented but active participation has been an unending outcry in developing countries. This article through a qualitative case study that involved 79 interviewees examines community participation in development projects in Zanzibar through experiences of the Tibirinzi Market Construction Project. It specifically unveils factors that obstructed community participation in the project, ramifications of their low participation and ways and means of improving community participation in future development projects of similar nature. The study revealed that low community participation in development projects is attributed to superimposed development projects, community members’ inadequate understanding of development projects, limited capacity to take part in sophisticated aspects of the project circle and lack of transparency. Such a situation informed poor performance in implementation of the project and underutilisation of the constructed market. As such, concerted efforts to avoid institutional impediments to participatory development and capacity gaps on the same among community members are imperative to improve community participation in development projects. Specifically, Local Government Authorities and Civil Society Organisations need to install mechanisms for enhancing community members’ capacity to actively engage in all stages of development projects circles to boost their participation in the same.
