This research is a comparative study of community driven development (CDD) projects in Korea’s Saemaul Undong (SMU) and the Philippines’s KALAHI-CIDSS project. It applies the CDD process as an analysis framework to find similarities and differences, and provide lessons for the implementation of similar projects in the future. As a result of the analysis, the model of the two countries was implemented by the government. However, when the SMU strategies were used to maximize community participation based on the decision making at the community level, it showed motivation and achievement for better life in the development process. On the other hand, the Philippines model was funded by international organizations, and was implemented by local government which limited the active participation of the community’s interests. In order to pursue community driven development strategies in the future, substantiality should be secured through continued interest of policy leaders, a systematic role-sharing between the government and local communities, and increased participation by the community.
