This study empirically analyzes both direct and indirect impact of employing career public officials on job performance, especially focusing on the mediating effect of central and local government officials’ innovative behavior. The Government of Republic of Korea introduced the Private Career Recruitment (PCR) for increasing government performance through intensifying public officials’ expertise, openness, and fairness. Managing a recruit system can have positive effects on innovation with expertise and personal experience. Therefore, the causal relationship between Private Career Recruitment and job performance has to consider the effect of innovative behavior. This study utilized the Public Employee Perception Survey 2021 for mediation effect analysis. As a result of the empirical study, Private Career recruiters had a higher job performance at the whole and central government level, and innovative behavior has full mediation in this causation. However, there’s no statistical significance at the local government level. This difference may arise from the relationship between the central and local governments. Based on this analysis, this study draws implications for improving job performance through the government’s hiring method and innovative behavior.
