Unlike traditional military operation, stability operation targets “residents" as the ‘center of gravity", establishing the way and plan to reach a final goal. However, U.S did not effectively reach this goal in recent cases of Iraq and Afghanistan wars. Despite tactical and operational victory by a large scale of military capability in the short-term, U.S fought a war for a longer time causing casualties. Learning lesson from the failure, it is essential to understand “residents" in advance in order to succeed in stability operation for the end of war. “Human-Terrain Mapping" has been raised as the concept of realizing it , this research highlights that South Korean military"s stability operation can be more advanced in multiple-ways by applying such lesson and concepts. In short, this research will enhance HTM"s position and residents can be a center of gravity, indeed draw a conclusion for stability operation and recommend a policy.
What should be considered along with ‘HTM" is the operational environment. It is an opportunity to devise the operation in advance reflecting North Korea"s unique characteristics in terms of South Korean military"s operational environment which is limited to North Korea. This research analyze North Korea"s register system for a good reason. North Korean regime is running “Register System" with aim of monitoring North Korean resident"s whole life and recording it in order to maintain and secure the regime. And it weighs the same as three-dimensional HTM, so this research highlights the collection of the residents" data playing a critical role in carrying out the stability operation successfully. Based on it, this research claims that South Korean military"s direct communication with North Korean residents, the process of HTM, can be an essential element. This process is an essential part of implementing and understanding the HTM, built by North Korea"s logic, and through this process, South Korean military will lead the successful stability operation on the Korean Peninsula after South Korean military and North Korean residents establish the trusting relationship.
