Seoul, Daejeon, and Changwon are promoting projects to preserve historical and cultural heritage during urban regeneration projects. The Seoul Metropolitan Government promoted conservation projects in the reconstruction of Gaepo Jugong Complex 1 and 4 and Jamsil Jugong Complex 5, but it is currently suspended. Daejeon has been preserving historical and cultural heritage in the urban regeneration project since 2008, and Changwon has implemented a preservation project for the first time in Korea.
As a result of a survey of Seongnam citizens, 75.6% of respondents agreed to preserve historical and cultural heritage, indicating that it is necessary to promote a project to preserve historical and cultural heritage. However, it was investigated that there were only 73 historical and cultural resources in Seongnam-si. Therefore, Seongnam-si needs to discover various types of historical and living cultural heritage through investigation. In particular, it is necessary to investigate historical paths that show modern and contemporary historical landscapes such as modern houses, baths, barbershops, photo studios, and coffee shops, as well as old roads, old waterways, and modern historical landscape.
There are a total of 38 urban regeneration areas in Seongnam-si, of which 17 areas, which are in their early stages, will be able to promote policies to preserve and utilize historical and cultural heritage. To this end, when the private sector proposes a redevelopment plan that includes a plan to preserve historical and cultural heritage, it is necessary for local government to provide public supports. It would be appropriate to support local residents" long-cherished facilities through consultations between residents and local government. In addition, when establishing a redevelopment plan, an incentive for the floor area ratio in return of the historical and cultural heritage preservation may be reviewed. In the mid to long-term, Seongnam-si should build historical and cultural heritage data and expand the policy to preserve and utilize the redevelopment project step by step.
