The revision of the Natural Environment Conservation Act is going to take effect in 2022. This revised law prescribes the usages of the ecosystem conservation fund into 12 areas, and redemption is possible if it was used in an area other than those prescribed.
This study aims to establish a strategy to efficiently promote the business for conserving the ecosystem of Gyeonggi-do, utilizing the grant operated by the Ministry of Environment from the ecosystem conservation fund.
This study assessed the present state of collecting and grants of the ecosystem conservation fund by the Ministry of Environment and Gyeonggi-do. This study drew implications, analyzing the present state and cases of the ecosystem conservation and restoration projects implemented in Korea, utilizing the ecosystem conservation fund and presented the research results, reflecting the implications.
As a result of the study, first, this study presented the process of promotion of the business for the conservation and restoration of the ecosystem of Gyeonggi-do and the business plans for the next decade. Second, this study presented 12 areas in which the business could be promoted in Gyeonggi-do and set the business directions, key considerations, and business costs by area. Third, this study predicted the amount that could be granted to Gyeonggi-do and selected three priority promotion businesses for that. As the fourth policy proposal, this study presented measures for developing the brand of the urban ecological restoration project in Gyeonggi-do and increasing the collection rate of the ecosystem conservation fund.
