This study is to derive the installation priority of the 119 safety center and to suggest a policy plan for expansion based on the policy necessity of a small safety experience center. Firefighting refers to services provided by the government to protect people"s lives and property from various dangers. In this study, concepts such as firefighting power and firefighting demand were used to establish firefighting-related policies. In addition, this study utilized the number of firefighters in charge per firefighter, population density, the status of hazardous materials manufacturing facilities, specific fire-fighting objects, age of buildings, dispatch time, dispatch distance, and the number of fire·rescue·emergency cases.
In this study, the priorities of the areas requesting the establishment of the 119 Safety Center were derived as specific policy proposals. In response to the changing firefighting demand in the future, local government fire administration needs to promote policy measures to strengthen firefighting power, such as the 119 safety center, in a direction that residents can predict. This study also derived policy proposals for the expansion and installation of small-scale safety experience halls. If the 119 safety center responds directly to the firefighting demand, the small safety experience center has the characteristics of a preventive universal public service.
This study suggested that efforts should be made to expand various firefighting infrastructures, including the 119 Safety Center, in order to strengthen firefighting power at the Gyeonggi-do level. Next, more advanced firefighting administration is required based on data through management and utilization of various firefighting indicators.
