The purpose of this study is to analyze the network structure of geographical clusters of ICT industry in the capital region and to prepare knowledge-industry cluster policies in Gyeonggi-Do.
The results of this study are as follows. 80% of the nation"s ICT employment are concentrated in the capital region. The Centrality degree of ICT industry in Gangnam area(Seoul) has been decreased, and Pankyo(Seongnam) and Geumcheon areas(Seoul) have emerged as the new ICT clusters. Along with the development of the ICT industry in the capital region, the functional division of labor and industrial specializations among the agglomerations has been proceeded. The information and communication clusters can be divided by several types and sub-regional ecosystems have been formed with existing clusters(Gangnam, Yeouido), and new clusters (Pangyo, Songpa, Seong dong). Gangnam, Yeoido area and Guro-Geumcheon area serve as the core of the network, an intermediate hub, and the origin of the relocation of ICT companies. Even with the quantitative and qualitative expansion of ICT network, geographical mobility is severely limited. Networks of ICT clusters have been diversified and the density has increased, but the relocation of companies is limited to a very short distance(about 9km). In other words, the new ICT clusters are being created in close proximity to the existing clusters(Gangnam).
The policy implications of this study are as follows. First, considering the locational conditions of the high-tech industrial cluster currently being built by Gyeonggi-do, it is expected that it will take a long time to attract companies and form an industrial ecosystem. Therefore, local governments need the plans to attract anchor companies under long-term strategies. The success or failure of the high-tech cluster creation depends on the strategic approach and continuous investment of local governments. It is necessary to prepare an platform for attracting companies by early establishment of the innovation infrastructure necessary for attracting strategic industries and enterprises.
