The purpose of this study is to analyze the reality of North Korean light industry, focusing on textiles, clothing, food processing, and household goods that North Korea has an industrial base and manpower, and to present cooperation plans between the two Koreas based on this. This study consists of four chapters. Chapter 1 deals with the necessity, purpose, and methodology of research as an introduction. Chapter 2 analyzes the actual condition of North Korean light industry. After examining the development process, structure, North Korea’s light industry policies by period, the recent status of North Korea’s light industry is analyzed. Chapter 3 presents strategies for promoting light industry cooperation between the two Koreas. It confirms the demand and possibility of inter-Korean light industry cooperation, and presents the basic direction and promotion strategy for inter-Korean light industry cooperation. Here, items that can cooperate in light industry between the two Koreas are derived, and cooperation plans by region and industry are presented. Chapter 4 presents policy tasks to promote light industry cooperation between the two Koreas.
The main findings of this study are as follows. In the 2000s, North Korea’s light industry is growing in both quantity and quality against the backdrop of the expansion of exports and domestic markets. Light industrial facilities and companies that can be used immediately for inter-Korean cooperation are increasing, and related systems are also improving. Therefore, if restrictions on inter-Korean cooperation are lifted, it is necessary to promote full cooperation in industries, regions, and cooperation methods. Policy tasks include improving the environment of light industry cooperation between the two Koreas, expanding the production base of light industry cooperation between the two Koreas, leading the project to build a base for cooperation in light industry, establishing a cooperation base through the supply of raw materials for light industry, digitalization of inter-Korean economic cooperation, and inducing environmentally friendly light industry cooperation.
