The purpose of this study is to analyze the supply and operating system of private rental housing in Germany and to derive implications for domestic use plans. The main results of this study are summarized as follows. Germany adopts Kemeny’s unitary rental model and Harloe’s mass model in that there is no distinction between the public and the private sector, and the tenant population of rental housing is targeted at the entire society. Under such a housing system, Germany has the principle of equalizing the support of the state and social responsibility, and provides support measures to protect the profitability of rental housing instead of regulating rental housing. Therefore, the German housing market is structured mainly by the private rental housing market, and as a result, the house prices and rents in Germany are stable. The characteristics of the German private rental housing system were confirmed by the case studies of BBU and degewo. Based on the results of this analysis, it can be concluded that the German private rental housing system is worthy of benchmarking in the domestic housing system, and suggested ways to utilize it.
