This article presents a descriptive analysis of Uruguay’s migration patterns with the 1908 Population Census, both for internal migration and immigration. There are two main motivations for presenting this analysis. First, it brings to light census information that has not been used in previous sociodemographic studies, and secondly, the time period studied corresponds to the decade prior to what different economic historians identify as the beginning of the period of import substitution industrialization, oriented by the political party led by José Batlle y Ordoñez. To contrast mobility and economic development patterns of the 19 administrative departments, we test the transitional mobility hypothesis proposed by Zelinsky(1971) by identifying the transition “stage” in which Uruguay would be classified in that period. The three main findings are: i) Uruguay had a significant incidence of absolute internal migration, before having begun the industrialization process, ii) the 19 Departments present significant heterogeneity in the four indicators analyzed: internal emigration, immigration of nationals, settlement of foreigners and migratory balance, and iii) two are the regions with attraction in terms of internal migration: the capital of the Republic, Montevideo, and the northern border with Brazil (Departments of Artigas and Rivera). Lastly, the observed migration patterns for each Department does not correspond to its economic development, as was proposed in the mobility transition theory.
