Analyzed here is the Joseon Agriculture Association(Joseon Nong’hwe)’s Compound fertilizer Distribution project. The goal of this task is to take a look at Japan’s Colonial agriculture policy in Joseon during the 1930s, and understand such policy’s contents and nature in terms of agricultural production supervision.
In the 1930s, the Joseon Governor General office shifted the focus of its agriculture policy from land improvement to agricultural improvement. However, at the time there were too much nitrogen fertilizer products at their disposal while there was not enough potassium fertilizer at all. Due to such shortage a rice blast disease started to spread, and that was what triggered the Joseon Agriculture Association’s Compound fertilizer distribution project. It was an attempt to prevent the rice blast disease from spreading any further, and it was the very first effort of such sort that ever actually took place.
Unfortunately, the Joseon Agriculture Association was not an industrial association, so it had no capital(union dues) of its own. And as there was no precedence, the association was not able to secure any subsidy or grant. As a result, the Joseon Agriculture Association’s Compound fertilizer distribution project was in danger of derailing from its original objective. Pursuing commercial loans to address financial difficulties led to collecting new fees from its members to compensate for the debt, and that created a dilemma for the association which was not able to secure enough amount of expensive potassium fertilizer in the first place. So dependence on nitrogen fertilizers continued, and the efforts to prevent further spreading of the rice blast disease eventually failed. The rice blast disease continued to threaten the agricultural households’ stability, while making it very difficult for them to maintain the tendency of increase in rice production.
