In this study, the operation status was checked and improvement plans were derived by measuring the efficiency and productivity of all 15 cities and counties in Chungcheongnam-do. To summarize the results of this study, first, in the CCR model analysis results, it was found that the average efficiency in 2015 slightly decreased from 75% in 2019 to 73% in 2019. appear. Second, the results of the BCC model analysis showed that the most efficient operation can be achieved when the current level of production is achieved while reducing the input to an average of 70% assuming CRS and an average of 82% assuming VRS. Third, out of 75 local governments (15 places × 5 years) for 5 years, 12 places, or 16%, were found to be in a state of constant harvest, with a diminished harvest at 45 places, 60%, and an increase of 18 places, 24%. appeared as From 2015 to 2019, about 16% of local governments in Chungcheongnam-do were analyzed to be in a state of increased harvest, and it was found that efficiency could be increased by increasing the scale. Conversely, about 60% can be interpreted as increasing the efficiency by reducing the scale. In addition, 24% of local governments were found to have an optimal scale with constant harvest. As a result of tracing the flow between each factor, it was found that the productivity improvement in the housing and construction fields rises together when efficiency is improved through technological improvement rather than an operational problem.
