Terrorism cannot be justified for any reason and preventing and combating terrorism is a critical mission of the international community. The impact of the simultaneous terrorist attacks in the United States on September 11, 2001 was recognized as a problem not only in the United States but also in EU.
The issue of countermeasures against terrorism in EU has already been discussed since the 1970s, and various measures and legislation have been put forward. However, the September 11 incident was argued that the existing measures and legislation were insufficient, New legislative measures were taken. The EU is developing its own counter-terrorism policy systems like EUROPOL, EUROJUST efficiently with the decision making systems of the Treaty of the EU. Addition to this, the EU and its neighboring countries are reforming their governance of counter terrorism policy each other through some cooperation between them.
As a result, EU"s anti-terror legislation has been implemented in five major areas since the September 11 incident as follows: 1. CONCLUSIONS AND PLAN OF ACTION OF THE EXTRAORDINARY EUROPEAN COUNCIL MEETING ON 21 SEPTEMBER 2001 in 2001, 2. Declaration on combating Terrorism in 2004, 3. European Union Counter-Terrorism Strategy in 2005, 4. The Suppression of the Financing of Terrorism, 5. Engagement with international partners.
