Since the Paris Agreement went into effect early on November 4th, 2016, countries around the world have been making great efforts to develop technologies to reduce greenhouse gas emissions and transfer technologies to developing countries. And the need for policies such as promotion of climate technology related technology and establishment of supportive mechanisms for climate industry have been emphasized recently. Developing countries submit their technology needs to United Nations Framework Convention on Climate Change to solve their climate change, and while technical classification systems are needed for mutually agreeable statistical data on industries, but supply-oriented patent classification systems are currently in place, such as “CPC-Y” code developed by EPO and USPTO. Meanwhile, limited information in developing countries creates limitations in research, with qualitative or case studies essential to every single policymaking process and also donor countries lack information in terms of demand in developing countries to enhance their actual climate response needs.
