Social enterprises make profits through profit-seeking corporate activities and reinvest their profits for social purposes. They have their own values including connecting their activities of corporate social contribution that remain at the level of temporary donations to the creation of systematic and sustainable jobs and provision of social service. Many countries around the world thus recognize them as a new policy paradigm to resolve social issues and establish legal institutions to support them. Korea has faced a range of social issues since the foreign currency crisis in 1997 including long recessions, unemployment, and growing demands for social service due to low birthrate and aging. In an effort to create jobs by expanding lacking social service to resolve those social issues, the Ministry of Labor introduced "Social Jobs Project" in 2003. The project expanded as a finance-sponsored job creation project across the government. The Social Enterprise Support Act was enacted in January, 2007 to build a foundation to convert "Social Jobs Project" into a sustainable project and came into effect in July of the same year, thus prompting the spread of social enterprises. The Ministry of Employment and Labor certified total 1,345 social enterprises over 36 times by December, 2014. Those achievements are regarded as quantitative growth made by the government through the promotion policy of social enterprise. Considering the aspect of qualitative growth of social enterprises in addition to their quantitative growth, however, the current format of receiving direct supports from the government through the certification system can put the existence of social enterprises itself in danger once the government supports are suspended. It is thus needed to offer various forms of differentiated supports to promote sustainable social enterprises and review the current Social Enterprise Support Act to cultivate social enterprises that can make effective responses to the diverse issues of social service and community beyond simple job creation. Sustainable social enterprises can be expected only when those requirements are met.
