The year 2015 is 70 years since the liberation from Japan and the division of the Korean peninsula. And it is 35 years since the May 18 Democratic Uprising took place in 1980. Meanwhile, South and North Korea have tried to resolve the division problem with their own unification plans. Therefore, the conversation between the two Koreas and their exchange and cooperation has been interrupted by their frequent conflicts. It is thought that the biggest reason is the conflict with their own unification plans. That is, they do not regard as the main agent, but as the object, which is the view of their existing unification plans. Currently, the two Koreas lie in the threefold division, and the South and North exchange and conversation are suspended, being brought up restrictedly. To break down this situation, it is necessary that the second clause (about unification) of 6.15 joint declaration be actualized. Thus, we need a new sustainable and practicable unification plan which South and North Korea can agree with. The new unification plan must be the plan which embraces the 5·18 spirit including democracy, human rights, peace, unification, that is, the coexistence and coprosperity community spirit where the two Koreas acknowledge each other as a main agent of unification. This paper argues that 5·18 spirit has a good value as a sign post of the Korean race going to peaceful unification. Therefore, it proposes the unification plan of successive federalism as a new unification plan applied by the three principles (federal state, separation of powers, rule of law) and the five rules (principle of accepting diversity, principle of unification by stages, principle of unification by moderation, principle of pragmatic unification, principle of integration) based on 5·18 spirit.
