Property appraisal has a strong public and social influence since it directly or indirectly affects the government's policy implementation and preservation of property rights. Thus, property appraisers are required to be fair and reliable. Nonetheless, there has been little research on the appraisers’ ethics which is crucial for them to take their social responsibilities. This study evaluated moral judgment abilities of newly licensed property appraisers in 2017, using Lind’s Moral Competence Test (MCT) which is based on the Kohlberg’s stages of moral development theory that defines morality as characteristics of the reason for judgment that is required to resolve moral conflicts. This study would serve as a fundamental research for enhancing ethical awareness and fostering moral judgment of property appraisers. However, this research may not represent the whole property appraisers since the study evaluated newly licensed appraisers’ moral judgment who had not yet been starting their work. Therefore, the study of experienced appraisers’ moral judgment should be further evaluated. 키
