‘Thanh ngu (Vietnamese Idiom, Phrase)’ plays important role in Vietnamese language culture. It is the language which has been verbally communicated across generation and gradually formulated as a standardized current phrase. Given its background of Vietnamese history and culture in its formulation, Vietnamese people’s spirit is immersed in it. Therefore we can effectively understand Vietnamese culture, society and Vietnamese people’s spirit by analyzing it. Meanwhile, ‘Seong-eo (Korean Idiom, Phrase)’ has similar background and function, as such, the study of comparing ‘Thanh Ngu’ with ‘Seong Eo’ can be an effective way to understand the similarities and differences in language, culture, and people’s spirit between two countries. This article is aimed to define and unify the concept of ‘Thanh ngu’ and ‘Seong-eo’ in order to support the study of above mentioned comparison and so on. To reach this purpose, this article searched for various dictionaries and compared various theories of linguists of the two countries, which led to the following result; The concept of the word ‘Thanh ngu’ is well settled in and commonly used in Vietnamese daily language. Its most distinguishing semantic feature is that its meaning is different from the simple compound of the meaning of each component word. Its most distinguishing syntactic feature is that it has the fixed structure and sometimes irregularly grammatical sentence structure but is understandable between Vietnamese speaker and listener. Its metaphorical content, sentence composition, and rhythmic structure creates emotions and feelings to Vietnamese listener. Meanwhile, ‘Thanh ngu’ is definitely differentiated from the word ‘Quan ngu (Vietnamese idiom, locution)’ in the feature that the meaning of ‘Quan ngu’ can be interpreted by the meaning of each component words. The purpose of using ‘Quan ngu’ is different from ‘Thanh ngu’. ‘Thanh ngu’ is differentiated from ‘Tuc ngu (Vietnamese proverb)’ in contents. ‘Tuc ngu’ is not phrase but passage. The concept of the word ‘Seong-eo’ is defined in Korean dictionary, but not commonly used in Korean daily language, ‘Sa-ja-seong-eo (Idiom of 4 Chinese characters)’ and ‘Go-sa-seong-eo (Idiom of old story)’, the expressions of Chinese characters, are more commonly used instead. Furthermore, there are a few other words such as ‘Gwan-yong-eo’, ‘Sook-eo’ and so on-hereafter called ‘Gwan-yong-pyo-hyeon (Korean idiomatic expression)’ which have wider concept than ‘Seong-eo’. There still exists confusion around the terms ‘Seong-eo’, ‘Sa-ja-seong-eo’, ‘Go-sa-seong-eo’, and ‘Gwan-yong-pyo-hyeon’ in studying the comparison of ‘Thanh ngu’ and ‘Seong-eo’ This article concludes that ‘Seong-eo’ should include not only ‘Sa-ja- seong-eo’ and ‘Go-sa-seong-eo’ but also ‘Gwan-yong-pyo-hyeon’ in Korean language, which bears features as ‘Thanh Ngu’ in studying the comparison of ‘Thanh ngu’ and ‘Seong-eo’.
