Ever since the Industrial Revolution, industrial production had vitalized economic life and centralized huge industrial facilities such as factories, warehouses, canals into the cities to promote the growth. After collapse of industrial structure, deindustrialization impaired the function of the industrial facilities. These facilities have become Non-operating Industrial Facilities amd abandoned gradually in downtown. Industrial facilities that once led the growth of city are now a blot on the cityscape. The reason Non-operating Industrial Facilities are transformed into a cultural space is the change of desire for amenity. Around the Industrial Revolution, convenience and environment was the highest priority, but in 21th century, the desire for culture became the highest priority. Since potential value is inherent in Non-operating Industrial Facilities, it should ne utilized not instantly but continuously to leave the value to next generation. Practical and various studies should be done for continuous use of Non-operating Industrial Facilities. This research find conversion method for Non-operating Industrial Facilities through preceding research with an intention of reference to Korean idle industrial facilities as base data in the future.
